Abortion: Mostly ban or mostly legal?

Scott Wagner – Ban. Co-sponsor of bill to ban after 20 weeks, with exceptions only to save life of mother, not for rape or incest.

Tom Wolf – Legal. Vetoed post-20-week ban. Make sure “that women continue to have the right to make their own decisions.”

 

Campaign Finance: Tighten campaign finance rules?

Scott Wagner – May be open to idea. Supports increased limits on lobbyists.

Tom Wolf – Yes, limit contributions. Add same-day voting, automatic voter registration & nonpartisan redistricting.

 

Climate Change: Consider climate change a serious threat?

Scott Wagner – No. Earlier suggested heat from human bodies & planet moving closer to the sun were causes of global warming. Recently acknowledged human impact.

Tom Wolf – Yes. “The science of climate change is settled… Reduce Pennsylvania’s carbon emissions… by promoting a cleaner energy mix.”

 

Climate Change: Support government limits on greenhouse gases? Support participation in US Climate Alliance, a coalition of states committed to climate change action.

Scott Wagner – No. Opposes regulatory overregulation. Government should also pare down regulations on natural gas drilling industry.

Tom Wolf – Supports limiting greenhouse gases, but hasn’t joined Climate Alliance. Says PA is on target to exceed the Paris climate agreement without joining the Alliance.

 

Contraception: Can employers withhold contraceptive coverage if disagree with it?

Scott Wagner – No public statement found.

Tom Wolf – No. Supports state law requiring employers to cover birth control at no cost.

 

Courts: Support Judge Kavanaugh nomination? (before recent allegations)

Scott Wagner – Yes. “I’m 100% pro-life & I support the President’s pick.”

Tom Wolf – No. Could undo key rulings” that “protect a woman’s right to choose as well as the rights of LGBTQ Americans.”

 

Education: Increase funding for K-12 education?

Scott Wagner – Unclear. Has said PA spends “enough money” on public schools. More recently has talked of increase.  Save money by cutting teacher benefits.

Tom Wolf – Yes. Worked to restore previous administration’s budget cutswould like to increase funding.

 

Education: Support vouchers to help parents send children to private schools?

Scott Wagner – Yes. Parents should have choice of where to send child.

Tom Wolf – No. Oppose any program that diverts state funding away from public schools.

 

Education: Increase state funding for higher education?

Scott Wagner – Unclear. But unless pensions & health benefits are cut, predicts financial death of all 14 state colleges by 2022.

Tom Wolf – Yes, but may not be able to get past legislature. Increased in 2015-2016, recent budget increases PSSHE schools, but only minor increases for others.

 

Elections: Support nonpartisan redistricting to address charges of partisan gerrymandering?

Scott Wagner – No. Supports current system where state lawmakers draw legislative & congressional districts.

Tom Wolf – Yes. Supports independent redistricting commission. Proposed special session for redistricting reform.

 

Gay Marriage: Support gay marriage?

Scott Wagner – Yes.

Tom Wolf – Yes.

 

Gun Control: Support more restrictive gun control legislation?

Scott Wagner – No. Opposes gun restrictions.

Tom Wolf – Yes. Expand background checks, ban bump stocks, & restrict access for domestic violence perpetrators.

 

Healthcare: Support or Repeal ACA, aka Obamacare? Accept ACA’s Medicaid expansion to subsidize low-income participants?

Scott Wagner – Repeal. Would repeal ACA & roll back Medicaid expansion.

Tom Wolf – Support & expand ACA. Expanding healthcare is good for the economy & creates jobs. Accepted Medicaid expansion for PA.

 

Healthcare: Let Planned Parenthood receive public funds for non-abortion health care?

Scott Wagner – No. Co-sponsored bill to defund.

Tom Wolf – Yes.

 

Healthcare: Require people to work to receive Medicaid?

Scott Wagner – Yes. Will incentivize people to work & get healthcare from their employers.

Tom Wolf – No. Vetoed a work requirement bill.

 

Immigration: Support legal status for “DACA” recipients or “Dreamers,” who grew up in the US after being brought here as children?

Scott Wagner – No statements found on DREAM Act.

Tom Wolf – Yes. Supports having a Pennsylvania DREAM Act.

 

Labor: Enact right-to-work law, eliminating the right of unions to mandate dues for workers they represent?

Scott Wagner – Yes. Praised Supreme Court decision allowing government employees who opt out of a union to not be charged for the cost of collective bargaining.

Tom Wolf – No. “I’m not sure what gives the minority the right to say ‘we’ll take advantage of the benefits of the unions, but we’re not going to pay for the cost’.”

 

Marijuana: Legalize or decriminalize legalize marijuana?

Scott Wagner – Supports legal medical marijuana but not recreational.

Tom Wolf – Supports legal medical marijuana; does not support legalizing recreational at this time, wait on experience of other states.

 

Minimum Wage: Raise the state minimum wage from $7.25?

Scott Wagner – Yes. Supports raising to between $8.75 & $9.50/hr, but not higher.

Tom Wolf – Yes. Increase to $12/hr.

 

Net Neutrality: Require internet providers to provide equal access to all users?

Scott Wagner – No public statements found.

Tom Wolf – Yes. “Keeping the internet free & open is essential to a healthy democracy.”

 

Renewable Energy: Support government subsidies for renewable energy?

Scott Wagner – No. Does not support subsidizing renewables or clean energy. Need to let market decide.

Tom Wolf – Yes. Has supported loans & grants for solar energy. Also financing mechanism for low-cost funding for energy efficiency, renewable energy, & water conservation upgrades to commercial properties.

 

Taxes: Support severance tax on oil & gas extraction?

Scott Wagner – No. Would drive drillers to other states.

Tom Wolf – Yes. Only gas-producing state that doesn’t have this kind of tax, though drillers do pay comparable impact fee. Would raise $250 million in first year.

 

Voting Rights: Support stricter voting rules such as voter ID requirements even if they prevent some people from voting?

Scott Wagner – No public statements found.

Tom Wolf – No. Supports same-day & automatic voter registration & modernizing absentee voting. Refused Trump Administration request for personal information of every registered PA voter.
